What we know about the new Electric Bicycle Rebate Program.

Exciting news for Washington, D.C. residents – electric bikes are becoming more accessible than ever! The Electric Bicycle Rebate Program Amendment Act of 2023, recently passed by the District of Columbia, aims to make electric bikes affordable for everyone, regardless of their economic background.

Under the Electric Bicycle Rebate Program Amendment Act of 2023, DC residents from all economic backgrounds can have electric bikes, seemingly, for free. You can view the amendment in its entirety at this link.

Here's what you need to know about this groundbreaking amendment:

1. Eligibility and Application Process: The specific details regarding when purchases will be eligible and how residents can apply will be determined by the DC Department of Transportation (DDOT). Keep an eye out for updates from DDOT to stay informed on the application process.

2. Two Tiers of Incentives: The amendment offers two tiers of incentives to cater to residents from various economic backgrounds:

Tier 1 - Low-Income Residents
: For low-income residents, the rebate program provides generous incentives to make electric bikes more affordable: Up to $2,000 for the purchase of a qualifying cargo e-bike.

Up to $1,500 for the purchase of a qualifying e-bike.
Up to $300 for a replacement battery.
Up to $250 for annual maintenance, covering both parts and labor.
Up to $250 for e-bike or cargo e-bike parts to accommodate riders with disabilities.
Up to $150 for a bike lock.


Tier 2 - All Other Residents: Even if you don't qualify as a low-income resident, you can still benefit from substantial incentives:Up to $1,000 for the purchase of a qualifying cargo e-bike.
Up to $750 for the purchase of a qualifying e-bike.
Up to $150 for a replacement battery.
Up to $125 for e-bike or cargo e-bike parts to accommodate riders with disabilities.
Up to $125 for annual maintenance, covering both parts and labor.
Up to $75 for a bike lock.

Instant Discounts for Lower-Income Residents:

Despite these rebates, purchasing an e-bike may still be financially challenging for lower-income residents. To address this concern, DDOT has introduced vouchers that provide instant discounts and reimburse the retailer directly. This means lower-income residents can access electric bikes at a more affordable price point.

This innovative program not only encourages sustainable transportation but also promotes equity by ensuring that residents from all walks of life can enjoy the benefits of electric bikes. CaseFiles: Freeway Phantom. The unsolved brutal murders of 6 Black girls in DC

  I remember my mother telling me about the so-called Freeway Phantom. A serial killer murdering little girls, around her age at the time, in 1971 and 72. Girls would disappear heading to the store, from summer jobs, etc to have their remains discovered soon after. This episode of the Casefiles podcast titled Freeway Phantom identifies each victim.
